approach to Institutional Capacity Development in the Latin America Region.
HALO has been active in Central America since September 2017, working in partnership with regional Governments of Guatemala, El Salvador and Honduras. Our mission is to deliver lasting change by supporting each countrys Security Sector Reform objectives, through targeted capacity development projects in Weapons and Ammunition Management
HALO seek experienced Explosive Ordnance Disposal EOD Instructors from the Americas to become part of our Weapons and Ammunition Management project in the Central America. This role will be responsible of delivering EOD training courses across the region and mentor our partners in the safe desposal of obsolete stockpiles of ammunition and weapons. HALO is working directly with the national authorities as part of a capacity development initiative to ensure a sustainable, long term solution.
Job Description
As an EOD instructor, you will work under the direction of the Senior Project Manager Project Managers and report activity remotely to HALOs Global Technical Advisor EOD and in support of HALOs broader contry goals. The sucessful candidate will be primarily responsible for managing HALOs Explosive Ordnance Disposal activities, which will include the delivery of technical training courses to national security personnel.
In this role, you will be required to
Ensure that the highest standards are maintained across all of HALOs EOD operational events in the NT
Deliver, in Spanish language, EOD operations in conjunction with the host nations national capacity
Familiarise yourself with in country EOD and operating procedures, particularly any restrictions which are unique to the country
Assits in the development of training packages and regionally orientated standard operating procedures
Plan and deliver IMAS EOD Levels 1, 2 and 3 Train the Trainer training courses in Spanish
Disscus the project and national capacity training needs with the Project Manager and Head of Region
Deliver training on the safe and secure storage and management of SLAW and Ammunition as required
Supervise the safe transportation and storage of ammunition
Advise National stakeholders on mitigation measures to prevent the overfilling of ammunition stores and armouries
Evaluate the host nations stockpiles and identify weapons and ammunition for disposal; dispose of ammunition and SALW as required
Monitor the quantity and state of host nation explosive resources in country and make recommendations to project management for additional activity investment
Review existing host nation explosive and ammunition storage and accounting procedures and assist in their
monitoring and improvement
Review explosive and ammunition storage arrangements and advise on measures to bring conditions in line with International Ammunition Technical Guidelines IATG and International Small Arms Control Standards ISACS guidelines
When not participating in operation activities, you will be required to support the Project Objectives with the normal duties of a HALO Field Officer

Requirements
Essential Experience
Experience in delivering EOD training, instruction and the general development of national capacities
Experience in large scale bulk demolitions, alternative disposal techniques and task scene management
Light and Heavy weapons disposal
Experience working in and living in harsh and remote environments, and in close proximity to others
Essential Skills and Knowledge
A high intermediate level of spoken and written English B2 CEFR
Proficiency in spoken and written Spanish C2 CEFR
A comprehensive understanding of the principles behind storing and processing ammunition in base depots or field storage sites
Effective spoken and written communication and an ability to build effective working relationships
Strong IT skills
Strong analytical and problem-solving skills and the ability to handle a range of management and coordination issues
Desirable Skills and Experience
Military background beneficial
Experince of Weapons and Ammunition Management and Physical Security and Stockpile Management programming
Qualifications
IMAS EOD Level 3 or higher Explosive Ordnance qualification
Benefits
Salary offered will be subject to experience within the salary range of £45700 - £53000 per annum

7 weeks leave per year, accrued monthly
